The Internet Corporation for Assigned Names and Numbers has issued a Request for Proposal dated 13 February 2026 to select a qualified service provider responsible for conducting two key evaluation processes within the New Generic Top-Level Domains Program 2026 Round.
hrough this RFP, ICANN intends to appoint a single provider to manage both the Geographic Names Panel and the Reserved Names Panel. Because the responsibilities of these panels involve related types of string review and documentation validation, ICANN has decided to consolidate the work under one contract.
The RFP is open to any eligible and qualified organization capable of delivering the required expertise and operational capacity.
Geographic Names Panel Responsibilities
The Geographic Names Panel will determine whether an applied-for gTLD string qualifies as a geographic name under the applicable program rules. This includes assessing whether a string represents a recognized place name or geographic identifier according to ICANN’s defined criteria.
The selected provider will be expected to conduct contextual evaluations and ensure that any geographic designation is accurately identified and handled in accordance with the 2026 New gTLD Program requirements.

Reserved Names Panel Responsibilities
In parallel, the Reserved Names Panel will review applications for strings that may fall under reserved name protections. Certain strings are restricted due to policy considerations, and applicants seeking such names must provide supporting documentation demonstrating their eligibility.
The provider selected through this RFP will verify the authenticity and adequacy of submitted materials. The goal is to confirm that applicants have the necessary rights or approvals to apply for a reserved name.
Combining oversight of both panels under a single provider is expected to improve efficiency and harmonize the evaluation approach across related categories.
Submission Process and Deadline
Interested vendors must formally express their intent to participate and submit proposals electronically through ICANN’s designated sourcing platform.
Completed proposals must be submitted no later than 23:59 UTC on 13 March 2026. ICANN will evaluate submissions based on qualifications, relevant experience, and demonstrated ability to support both panel functions effectively.
