ICANN Invites Feedback on Proposed Updates to IANA SLA Amendment Process

24 April 2025

The Customer Standing Committee (CSC) is seeking public input on an updated procedure for modifying the IANA Naming Function Service Level Agreements (SLAs). This initiative is part of an ongoing effort to streamline and clarify the amendment process and to ensure the active involvement of the ICANN community. The public comment period is open until 23:59 UTC on Monday, 2 June 2025.

This revision introduces a more accessible format for the SLA amendment process and includes a new feature: a Periodic Review mechanism. Under this new structure, the CSC will be able to launch a full review of all SLAs every five years following the conclusion of the previous cycle. This addition is grounded in Recommendation Five of the Customer Standing Committee Second Effectiveness Review’s Final Report, which advocated for the development of a recurring evaluation model supported by PTI's direct clients.

To provide feedback and take part in this community-driven process, stakeholders can visit the official public comment page here.

Why This Matters

The current proposal centers around a revised version of the “Process for Amending the IANA Naming Service Level Agreements”, a key document that outlines how the CSC and Public Technical Identifiers (PTI)/ICANN collaborate to update SLAs efficiently. While the framework ensures timeliness, it also mandates consultation with IANA Function naming customers and the broader ICANN community to maintain transparency and inclusivity.

The update simplifies the document’s language and formally introduces the option for a comprehensive SLA review to be conducted at regular five-year intervals. This systematic approach is designed to keep the SLAs responsive to evolving operational needs and community expectations.

What Comes After Public Input

Once the public comment period concludes, ICANN will review all submissions and incorporate relevant feedback into the final version of the amendment procedure. The finalized document will then be considered for adoption.

Additional Resources for Review

For those wishing to dive deeper, ICANN has also released supplemental materials offering further context on the proposed changes. These resources are intended to assist stakeholders in forming well-informed opinions and crafting meaningful contributions during the feedback process.
